Rubber is a good electrical insulator, but it doesn’t provide absolute protection. The ability of rubber-soled boots to prevent exposure depends on the condition and rating of the insulation, as well as the environment. If the boots are wet, contaminated, cracked, or worn, their insulating performance drops and current can still find a path to the body. High voltages can cause insulation to fail or arcing to jump through the air, and a person can be shocked if they touch a live conductor while standing on a conductive surface or if another part of the body provides a path to ground. So, while rubber-soled boots reduce the risk, they do not guarantee safety in all electrical situations.
